Microsoft SQL Server vs Oracle Database
Compare application certification, free-edition boundaries and the complete production configuration.
Which database fits the application?
Shortlist SQL Server where the application, T-SQL code and operational team already fit Microsoft’s database stack. Shortlist Oracle Database where Oracle application certification and existing database logic are decisive. For a new estate, compare a supported production configuration on both sides. Free learning or limited editions do not represent equivalent enterprise service commitments.
Seven differences that change the shortlist
| Buying question | Microsoft SQL Server | Oracle Database |
|---|---|---|
| Application language | T-SQL database application ecosystem | SQL and PL/SQL database application ecosystem |
| Production editions | Standard and Enterprise with edition-specific capabilities | Commercial editions and optional capabilities need scoping |
| Free entry point | Express is a limited free production option | Oracle AI Database Free has resource limits |
| Developer entitlement | Developer editions are non-production only | Check the exact Oracle development and Free terms |
| Free support boundary | Express capability and operational limits require review | Free receives no patches or Oracle support |
| Deployment choice | Supported Windows/Linux, virtual and cloud environments | Self-managed and Oracle cloud service configurations |
| Decision evidence | Certified application, edition and recovery brief | Certified application, options and recovery brief |
Four worked buying briefs
These are hypothetical scenarios with explicit assumptions. They do not establish equal capabilities, measured usability or a negotiated price.
| Decision | Evidence to request | Purchase gate |
|---|---|---|
| Application support | Vendor certification for the selected configuration | All critical application modules are covered |
| Edition scope | Written feature and option entitlement list | No required capability is omitted |
| Migration | Converted workflow with reconciled totals | Business owner accepts the results |
| Recovery | Failure and restore rehearsal plan | Named owner signs off the recovery target |
Packaged business application
Which database is covered by the application vendor’s support?
Microsoft SQL Server: Request a supported SQL Server version, edition and operating-system combination.
Oracle Database: Request a supported Oracle version, edition and enabled option list.
Treat certification as a purchase requirement, not an item to discover after migration.
Developer prototype
Can a free development installation become the production database?
Microsoft SQL Server: Developer licensing does not permit production; evaluate Express limits or a paid production edition.
Oracle Database: Review Free limits and its lack of patches/support before considering the production plan.
Proposed acceptance criterion: the production architecture has an explicit licence and maintenance route.
Stored-logic migration
How much application behaviour lives inside the current database?
Microsoft SQL Server: Inventory T-SQL routines, jobs and linked-system assumptions.
Oracle Database: Inventory PL/SQL routines, jobs and feature or option dependencies.
Ask for a converted critical workflow and reconciled output before approving a full migration budget.
Availability-led procurement
Who proves recovery after a database or site failure?
Microsoft SQL Server: Quote the SQL Server edition, topology, infrastructure and support for the written recovery target.
Oracle Database: Quote the Oracle edition, options, topology and support for that same target.
A proposed topology should be demonstrated in a recovery exercise; product reputation is insufficient evidence.
Ask for a production bill of materials
Specify the number of environments, availability target, support hours, application dependencies and expected growth. Ask each supplier to return a complete configuration, including the editions and any separately licensed capabilities. This makes the quotes comparable even when their commercial metrics differ.
Keep development, testing and production clearly separated in the inventory. SQL Server Developer access is not a free production licence. Oracle’s Free edition is a constrained, unsupported download rather than a supported enterprise service. A successful prototype should lead to an explicit production decision.
Assess database code before a switch
The costliest migration work can sit outside table conversion. Locate routines, scheduled jobs, reports, integrations and operational scripts. Have application owners identify the small number of workflows that must remain correct throughout a move.
Ask for one end-to-end conversion of a difficult workflow before relying on an estate-wide estimate. Include reconciliation, user acceptance and rollback time. If retaining the current engine avoids a large rewrite, compare that saving with the actual renewal and hosting proposal rather than assuming a new platform automatically lowers total cost.
Questions before you choose
Is SQL Server Developer free for production?
No. Microsoft licenses Developer editions for development and testing. Express is the separate limited free edition that supports eligible production workloads.
Is Oracle Database Free a supported production subscription?
No. Oracle states that Free is unsupported and receives no patches, including security patches. It recommends supported editions or cloud services for production.
Which enterprise database is cheaper?
A dependable answer needs the exact editions, options, deployment, support and migration effort. Headline free access or a single licence line does not compare complete production systems.
Can existing database code move unchanged?
Do not assume it. T-SQL and PL/SQL ecosystems differ. Convert and validate routines, jobs, integrations and reports as part of a scoped migration rehearsal.
Turn the comparison into your own evaluation
Use the same criteria and priorities for both products, keep unknowns unassessed and record the plan and evidence behind your ratings.
