Does everyone viewing a Power BI report need Pro?
In a Pro workspace on shared capacity, report consumers need Pro or a suitable higher licence. A Premium Per User workspace needs PPU for its audience. A qualifying Fabric F64+ capacity can support read-only consumers with Fabric Free licences and the required access. The workspace and underlying model arrangement matter as well as the person’s licence.
Start with the people who publish and the people who only read. Microsoft’s licence-type overview distinguishes personal use, collaboration and capacity-based distribution. This guide reviews the UK references and licensing documents on 16 October 2026. The six-person example is fictional and assumes no existing paid entitlements.
Use the Power BI profile for the broader product and Power BI versus Tableau for a reporting shortlist. Here the question is the licence needed for a particular distribution workflow.
Separate free creation from the sharing arrangement
Microsoft’s Power BI overview describes Desktop for preparing data, modelling and authoring reports, and the service for publishing and collaboration. Free local authoring is useful for preparing a report, but the retained delivery route has its own requirements.
| Arrangement | Publisher / creator | Read-only audience |
|---|---|---|
| Desktop and personal free service use | Free local authoring or personal analysis. | No general entitlement to private team distribution. |
| Pro workspace on shared capacity | Pro, or PPU with its included Pro capabilities. | Pro or PPU, with permission to access the content. |
| PPU workspace | PPU. | PPU, with permission to access the content. |
| Qualifying F64+ capacity | Pro or PPU to publish Power BI content. | Fabric Free can be sufficient for read-only consumers with the required access. |
A per-user licence, workspace role and capacity are different pieces of the arrangement. Record all three. A read-only consumer in this guide does not create or edit workspace content.
What are the Power BI Pro and PPU prices in the UK?
The reviewed UK price cards display Pro at £10.80 per user/month and Premium Per User at £18.50 per user/month, both paid yearly and excluding VAT. These are monthly equivalents for the displayed annual offer, rather than a claim that the subscription is charged month by month.
The cards also list Pro within Microsoft 365 E5 and Office 365 E5. Check the actual assigned entitlement before buying a duplicate licence. The example below uses full standalone licence references; it does not model an existing E5 allocation or a PPU upgrade add-on.
Keep the actual quote, country, currency, tax, commitment and renewal terms with the decision. Marketing references can differ from the checkout or agreement. Capacity, data sources and implementation have separate scope.
Why does a PPU report ask its readers to upgrade?
The Premium Per User FAQ says accessing content in a PPU workspace or app requires PPU. Giving somebody report access does not remove that licence requirement. PPU includes Pro capabilities, so a full PPU licence in this example does not need another full Pro licence added on top.
The requirement can follow the underlying model: moving a report into a different workspace does not establish a valid lower-licence viewing route if its model remains in a PPU workspace. Record the report and model locations together.
Before choosing PPU for a model or refresh requirement, include every intended consumer in the assessment. Two authors and four readers still form a six-person audience; the four readers do not disappear from the licence calculation simply because they never publish.
When can Fabric capacity support free report viewers?
The Fabric licensing guide sets the read-only Power BI free-viewer threshold at F64 or larger. Smaller F SKUs still require appropriate paid per-user licences for Power BI consumers. Existing qualifying Power BI Premium capacity is another documented route; PPU is a per-user arrangement rather than that capacity entitlement.
The sharing documentation also requires the report and underlying semantic model to be in qualifying capacity for the free-viewer route. A report on capacity can still prompt a reader to upgrade if its model lives in a nonqualifying workspace. Record the actual SKU and both locations.
Capacity is a purchased resource. Free viewer licences do not make the capacity cost zero. Publishers still need the appropriate Pro or PPU entitlement, while performance, workload and operating costs need a separate assessment. This article does not size or quote a Fabric capacity.
Worked example: two authors and four readers
The fictional audience has six unique people: 2 report authors and 4 read-only consumers. Each author can also read; do not count a second viewer licence for that same person. The three rows below are independent alternatives for this one audience.
| Alternative | Paid user licences | Monthly equivalent | Yearly user-licence reference | Separate capacity cost |
|---|---|---|---|---|
| Pro workspace in shared capacity | 6 × Pro | £64.80 | £777.60 | No dedicated capacity modelled |
| Premium Per User workspace | 6 × full PPU | £111.00 | £1,332.00 | No dedicated capacity modelled |
| Qualifying Fabric F64+ capacity | 2 × Pro | £21.60 | £259.20 | Required; unquoted |
Six Pro licences give a user-licence reference of £777.60 per year; six full PPU licences give £1,332.00. The F64+ route has two Pro publisher licences, £259.20 per year, plus the unquoted capacity. That last figure is a partial subtotal, not the total price or a cheaper-plan recommendation.
Each yearly reference is twelve times the displayed monthly equivalent at an unchanged full rate. The example excludes VAT, trials, discounts, existing entitlements, add-on offers, price changes, capacity fees, data-platform fees and implementation. Licence prices alone do not establish that the routes meet the same model-size, refresh or workload requirement.

The SharePoint embedding guide says embedding a report does not automatically grant Power BI permission. A person needs access to the page and the appropriate Power BI content access and licence arrangement. Test the actual reader journey, including the model behind the report.
Workspace roles control what an authorised user can do. For read-only workspace consumers, review Viewer access and any row-level restrictions; check whether group membership also grants a broader role. Record export or Build permissions separately where the workflow needs them.
Public internet publishing is a separate distribution decision. For an internal report, agree the authorised audience and retained access route before evaluating cost. A successful author preview does not prove that an ordinary reader can open the same report.
Confirm the retained plan and complete budget
The implementation planning guide treats licences, capacities, trials and existing subscriptions together. Record what remains after the evaluation, including where the report and model will live and who owns the data connection and refresh.
The worksheet proposes six checks covering people, workspace/model placement, the reader journey, permissions, refresh handover and the complete budget. Actual results, licences, capacity quote, evidence, reviewer and decision are blank. No Microsoft account, licence assignment, workspace, capacity, report, embed or purchase was operated for this article.
Add required source storage, gateways, support and staff effort beside supplier fees. The software total-cost guide helps keep those categories distinct. For another reporting platform’s author/viewer model, read the Data Studio free versus Pro guide; the products have different licence rules.

How much does Microsoft Power BI cost in the UK?
The reviewed UK cards show Pro at £10.80 per user/month and full Premium Per User at £18.50 per user/month, paid yearly and excluding VAT. The full bill depends on the authors, consumers, existing entitlements, workspace/model arrangement, capacity and other services. Confirm the actual offer.
Do Power BI report viewers need a Pro licence?
For Pro content in shared capacity, consumers need Pro or an appropriate higher licence. A PPU workspace requires PPU. Read-only consumers can use Fabric Free with the required access when the report and underlying model are on qualifying capacity, such as Fabric F64 or larger.
Does a Power BI PPU licence also need a separate Pro licence?
A full Premium Per User licence includes Pro capabilities. This guide’s full-licence example therefore counts one PPU licence per person in the PPU audience, rather than adding a second full Pro licence. Existing entitlement and upgrade add-on offers require their own quote.
Can Power BI Free users view reports on a smaller Fabric capacity?
F SKUs below F64 do not provide the documented free-consumer route for Power BI content. Confirm the actual SKU, retained licence and report/model placement. F64 or larger can support read-only Fabric Free consumers with the required access.
Does embedding Power BI in SharePoint remove the licence requirement?
No. Embedding does not automatically grant report permission or remove the Power BI licence and capacity requirements. Check the SharePoint page access and the intended user’s Power BI access separately, then verify the actual reader journey.
Is the F64 example’s £259.20 the complete annual Power BI cost?
No. It is only the two Pro publisher licences at the reviewed annual-offer reference, excluding VAT. The required F64+ capacity is unquoted, and data-platform, support and operating costs are excluded. The three examples are alternatives for the same six people, not costs to add together.
