The same six unique people occur in each alternative: P01/P02 publish, P03–P06 only consume. An author who also reads remains one person. These are three independent alternatives for one internal audience. Do not add the alternatives together. Assumption: no existing paid entitlement or upgrade add-on. Confirm assigned Microsoft365E5/Office365E5/Pro/PPU entitlements separately. Full PPU includes Pro capabilities, so no separate full Pro licence is added to a PPU row.

UK references: Pro GBP10.80 and full PPU GBP18.50 per user/month equivalent, paid yearly, excluding VAT. At unchanged full rates, pro-shared has six Pro: GBP64.80 monthly equivalent / GBP777.60 yearly. ppu-workspace has six full PPU: GBP111.00 / GBP1332.00. f64-viewers has two Pro publishers and four Fabric Free read-only consumers: GBP21.60 / GBP259.20 for user licences PLUS unquoted required F64+ capacity. Both report and underlying semantic model need qualifying placement for that free-viewer route. Required access still applies. Smaller F capacity is not assumed eligible.

The quoted user-licence figures are partial reference subtotals. Billing is yearly; this is not a monthly-payment quote. All annual capacity quotes and actual total operating costs are intentionally blank, not zero. There is no model/refresh sizing or recommendation that these alternatives meet the same workload. VAT, trials, discounts, existing entitlements, add-on offers, price changes, capacity, source data, gateways, implementation, support and staff effort are excluded. No lowest-total-price claim is made.
