Can HR software handle recruitment?
Yes, when the package includes applicant tracking that supports your hiring process. An HR system usually centres on employee records and ongoing people administration; an applicant tracking system (ATS) centres on vacancies, applications and hiring stages. Some products combine both, while others connect separate services.
Start with your current HR package’s recruitment scope. Add a separate ATS when a required hiring workflow is missing or when preserving an existing recruitment system is the better fit. Check the handover into employee records before choosing either arrangement.
A small team does not automatically need two subscriptions, and an “all-in-one” label does not establish that recruitment is included. The deciding question is whether the retained package covers application capture, team review, the offer process and the next employee workflow.
What is the difference between an HRIS, an ATS and onboarding?
| System or workflow | Main record to follow | Question it should answer |
|---|---|---|
| HR information system (HRIS) | Employee, manager, role and employment details | Who works here, who maintains the record and which people processes apply? |
| Applicant tracking system (ATS) | Vacancy, person and application to that vacancy | Where is each application, and who owns the next hiring action? |
| Onboarding | New-starter information, documents and assigned tasks | What must happen before and after the agreed start date? |
| Payroll connection or service | Approved pay inputs and the receiving pay process | What reaches the payroll provider, and who checks rejected or corrected inputs? |
These jobs can share a platform without becoming the same record. An onboarding checklist does not prove that a product can manage multiple vacancies, and an ATS does not by itself establish a complete employee or payroll service. Compare the actual modules and handover rather than the acronym on the sales page.
When is a separate recruitment system worth evaluating?
Evaluate a dedicated or separately scoped ATS when recruiters need a workflow the current HR package cannot supply: multiple application histories, different interview paths, job-board connections, hiring approvals, candidate communication or reporting across open roles. Ask which of those requirements is mandatory and demonstrate it in the proposed edition. There is no universal employee-count threshold. A small organisation recruiting continuously across several teams may have a more involved hiring process than a larger employer with occasional vacancies. If the existing HR recruitment module covers the complete brief, keeping one system can avoid an extra handover. If a working ATS already exists, compare integrating it with the proposed HR system before planning a replacement.
How do familiar HR products package recruitment?
| Product route | Published scope reviewed | Decision to verify |
|---|---|---|
| BambooHR | Its UK plan matrix lists an ATS with 5 job openings in Core, 25 in Pro and 50 in Elite. | Check the applicable opening-count rule and the hiring features retained in your quote. |
| Breathe HR | Its feature matrix presents Recruitment as an extra module, with unlimited live vacancies and applicant-stage tracking. | Include the recruitment module and required HR-user access in the total; a core HR price is not the complete recruitment quote. |
| Zoho People with Zoho Recruit | Zoho documents a connection from Recruit into People for onboarding candidates or employee records. | Identify both products, required editions, access roles and the actual transfer trigger; do not assume one subscription includes both. |
The BambooHR UK plan matrix supplies the opening counts. Its ATS overview describes candidate collaboration and the move into employee records. A requirement for six open roles needs a capacity check against Core’s listed five; employee headcount and annual hires are different quantities.
See Breathe’s current feature and module table for its recruitment scope. Zoho People’s feature overview links recruitment and HR work, while its integration documentation explains how the separate records connect. None of these descriptions is a completed three-product trial.
Five applications are not five people or five employees
This fictional example has three vacancies and five applications from four people. P01 has applied for two jobs. The team has already made the example hiring decision for A04; the exercise checks the software handover, not how to select a person.
| Application | Person | Vacancy | Stage |
|---|---|---|---|
| A01 | P01 | J01 | Interview |
| A02 | P01 | J02 | Withdrawn |
| A03 | P02 | J01 | Rejected |
| A04 | P03 | J02 | Hired |
| A05 | P04 | J03 | Interview |
There are 5 applications, 4 people, 3 vacancies and 1 hired person. Two applications remain at Interview. Withdrawing A02 should not silently withdraw A01, because they are separate applications from the same person.
For the agreed handover, P03 maps to one proposed employee record, E101. The other applicants do not become employees merely because they exist in the recruitment export. Preserve the application and person references so a reviewer can reconcile the move without treating every CSV row as another member of staff.
What must happen between Hired and the employee record?
Agree which event starts the transfer, which system owns each field and whether the destination is an onboarding candidate or an employee. An accepted offer, a Hired status and an actual start date are different events; choose the one your process requires.
Zoho’s People–Recruit integration guidance distinguishes Push to Onboarding from Convert as Employee and describes configurable Hired or Offer accepted triggers. That is a useful example of why “integrated” needs a more precise explanation.
Its configuration instructions also distinguish field mapping, attachment categories and failed-transfer reports. Check the intended employee ID, manager, location, start date and required fields in your own scope. Test how a failed or repeated transfer is handled; the presence of an integration does not establish duplicate prevention or a complete transfer of every document.
Use the same recruitment-to-HR exercise in each trial
| Check | Exercise | Evidence to retain |
|---|---|---|
| Application capture | Submit one fictional application through the proposed careers form on a phone. | Required fields, confirmation, vacancy link and retained plan. |
| One person, two applications | Use P01 for J01 and J02; change only A02 to Withdrawn. | Two application histories remain attached to the intended person; A01 stays at Interview. |
| Recruiter and manager access | Review the same sample as the recruiter and the proposed hiring manager. | Each role can perform its required tasks and sees only the information intended for that role. |
| Hired handover | Use the agreed Hired trigger for A04; map P03 to the proposed employee ID E101. | Correct destination, manager, start date, field mapping and source reference. |
| Retry and exception | Inspect a missing required field and a repeated handover in an isolated trial. | Validation, error visibility and whether another employee record is created. Do not assume duplicate prevention. |
| First-day tasks | Open the proposed new-starter view on a phone and review document and task access. | Task owner, completion state, employee access and any separate onboarding module. |
| Export and reporting | Export the five applications, person references and the intended employee handover. | Five applications, four people, three vacancies and one planned employee relationship remain distinguishable. |

The worksheet leaves product, plan, observations and decisions blank. Use an isolated trial with fictional information and communications restricted to addresses you control. Record failures and unknowns alongside successful steps, including which module and access role each result required.
How should you compare the full cost?
For headcount, turnover and absence outputs, use the HR reporting tools guide to define the period, population and formulas before comparing dashboards. Request a quote for the complete path from application to employee administration. List employee headcount, recruiter or administrator access, job-opening capacity, recruitment and onboarding modules, job-board services, messaging and required connectors. Ask which costs change when hiring activity grows while employee headcount stays the same. Include setup, field mapping, migration, training and ongoing ownership. For a UK organisation, confirm currency, tax basis, commitment and the actual local payroll arrangement separately. BambooHR’s UK pricing page identifies its native Payroll product as US-only; a recruitment or HR subscription should not be treated as proof of UK payroll coverage. Use the software cost calculator with the full written quote, then compare the first-year cost and renewal on the same basis.
Which route should you shortlist first?
If the current HR package’s recruitment module supports the complete brief, trial that route first. If specialist hiring work is missing, evaluate a suitable ATS and its employee handover. If you already have an effective ATS, check the proposed integration before replacing it. Keep the decision tied to a demonstrated requirement rather than a generic product ranking. Explore the BambooHR, Breathe HR and Zoho People profiles, or use the Breathe HR–BambooHR UK cost comparison for a closer look at employee-band and starting-fee models. The HR directory provides other starting points when those products do not match the required scope.
Frequently asked questions
Can HR software be used for recruitment?
Yes, if its retained package includes the applicant-tracking workflow you need. Check vacancies, applications, collaboration, offers and the transfer to employee records. Recruitment may be included, an add-on or a separate connected product.
Is an applicant tracking system the same as an HRIS?
They focus on different work. An ATS follows vacancies and applications through hiring; an HRIS centres on employee records and ongoing people administration. One platform can supply both, but the purchased scope matters.
Does a small business always need a separate ATS?
No. Try the recruitment scope in the existing or proposed HR package first. A separate ATS is worth evaluating when a required hiring workflow is missing or when retaining an effective existing system makes sense.
How many job openings does BambooHR list in its UK plans?
The reviewed UK matrix lists 5 job openings in Core, 25 in Pro and 50 in Elite. Confirm the opening-count rule and required hiring features in the actual quote; this is separate from employee headcount.
Is Breathe recruitment included in the core HR fee?
The reviewed feature matrix presents Recruitment as an extra module. Include it and the required user access when comparing the complete recruitment and HR cost.
Does every applicant become an employee when an ATS connects to HR?
No. Define the selected transfer event and destination. In the fictional five-application example, only hired person P03 maps to proposed employee E101; application rows, people and employees are different counts.
